Our Public Law team has broad expertise built on extensive experience in advising a large range of public sector entities as well as private operators in their relations with the former, on issues such as:

• Structuring and implementation of procurement processes wholly or partly subject to public procurement regulations, including the preparation of tender specifications, advice during the tender phase and the execution of the contracts;

• Advice to participants in public procurement processes, including advising on proposals drafting and with regard to claims and appeals related to the process;

• Incorporation and development of consortia, commercial entities (state-owned companies) and other public sector entities;

• Administrative procedures relating to licences, permits and concessions relating to ports and port activities, and other regulated sectors (as transportation) and public goods (coast, water, mining);

• Expropriations;

• State liability proceedings;

• Sanctioning proceedings;

• Administrative proceedings, including appeals of all kind;

• Subsidies proceedings (applications, settlements, reimbursement, etc.).

The team also coordinates with the litigation team in advising on contentious-administrative proceedings and works together with the teams specialised in regulated sectors and infrastructure financing in, respectively, proceedings before the regulators, and structuring and implementing public private cooperation arrangements.
